11月10日,亚洲金融合作协会绿色金融合作委员会(以下简称“亚金协绿金委”)成立仪式在中国海口举行,这是继2017年7月亚金协成立以来设立的第一批合作委员会之一,也是中国倡导成立的首个亚洲版绿色金融合作平台。成立仪式当天还举办了2018年绿色金融合作国际论坛。论坛包括“‘一带一路’与绿色金融”、“政府在绿色金融中的作用”、“绿色金融实践”、“ESG在资产管理中的应用”等主要议题,亚金协绿金委委员单位和各国与会专家学者共同探讨与分享了国际特别是亚洲地区的绿色金融发展经验。
成立仪式上,海南省科技厅副厅长韦勇出席成立仪式并对亚金协绿金委的成立表示支持与欢迎。亚金协秘书长杨再平在成立仪式上强调了建立亚洲版绿色金融合作发展框架的重要意义,并宣布亚金协绿金委2018年全体会议的选举结果,由中国银河证券股份有限公司董事长陈共炎担任亚金协绿金委主任,伦敦金融城亚洲事务大使马雪莉(Sherry Madera)担任常务副主任。陈共炎代表亚金协绿金委致辞,介绍了银河证券在推进绿色金融支持绿色产业项目发展方面做出的努力。中国人民银行研究局副局长周诚君、中国银行保险监督管理委员会政研局巡视员叶燕斐、中国证券监督管理委员会债券部处长倪改琴、香港证券及期货事务监察委员会内地事务总监闫宇红等嘉宾在成立大会上发表了主旨演讲。
进入二十一世纪以来,随着技术进步和经济发展,气候变暖、环境污染、资源短缺等全球性问题日益凸显。亚洲地区由于人口密度高,经济发展速度迅猛,在气候、环境、能源等问题上面临更大的挑战,发展绿色产业成为当前亚洲国家经济转型升级的必然选择。绿色金融作为推动绿色经济发展不可或缺的创新性金融制度安排,引导和激励更多社会资金投资环保、节能、清洁能源、清洁交通等绿色产业,推动绿色发展,着力改善生态环境,已经成为各方共识。
亚金协绿金委的成立为亚洲地区绿色金融合作搭建了一个国际合作的平台,它以“推动区域绿色金融的持续、健康发展”为宗旨,将更好地为促进各国各地区围绕绿色金融的实践经验与创新提供更多的交流机会,提升绿色能力建设,引导并激励更多的社会资本投入绿色产业,推动绿色可持续发展。
成立仪式上,亚金协绿金委副主任单位代表、阿斯塔纳金融中心中国办公室首席代表蒂莫尔•马利科夫代表亚金协绿金委全体委员宣读了《共同宣言》,承诺将通过合作形成发展绿色共识,推介绿色金融最佳实践,推动建立支持绿色金融的政策,提升绿色金融区域和国际合作水平,强化金融机构开展绿色投融资和管理环境风险的能力。
成立仪式上还通过了《亚洲金融合作协会绿色金融合作委员会工作规则》和《亚洲金融合作协会绿色金融合作委员会2018-2020三年工作规划纲要》,确定了亚金协绿金委短期工作计划和中长期工作方向,主要包括绿色金融标准制定、绿色金融评估、绿色金融认证、绿色金融指数发布、搭建碳交易平台、推进绿色金融业务区域合作、组织绿色金融案例研讨会、组织绿色金融论坛、发布绿色金融报告、促进绿色基金和绿色债券等十项工作内容。
下一步亚金协绿金委将就ESG问题的研究、论坛的组织,以及促进搭建亚洲绿色金融合作平台等展开一系列的工作活动,在2019年将发布第一篇《亚洲绿色金融实践白皮书》,并与国际领先机构合作,探索制定可用于实践的ESG指标体系,推动绿色金融在资本市场中的发展。
在当天下午举办的2018年绿色金融合作国际论坛上,来自中国、中国香港、哈萨克斯坦、日本、英国、美国等国家和地区以及相关国际组织的代表分别围绕“一带一路”、政府的作用、绿色金融实践、ESG等议题进行圆桌论坛讨论。亚金协绿金委委员及亚金协会员单位代表,政府、银行、保险、基金、金融服务、科研院校、媒体等有关单位代表以及相关企业代表共200人出席了活动。
Green Finance Cooperation Committee of Asian Financial Cooperation Association Is Established
——Committed to Bringing about the Asian Green Finance Cooperation and Development Framework
On November 10th, the unveiling ceremony of the Green Finance Cooperation Committee of Asian Financial Cooperation Association (hereinafter referred to as “GFCC-AFCA” for short) was held in Haikou, China. GFCC-AFCA is one of the first cooperation committees established after the formation of the Asian Financial Cooperation Association (AFCA) in July 2017, and the first Asian green finance cooperation platform initiated by China. On the same day, the 2018 International Forum on Green Finance Cooperation was held. The forum covered topics including “the Belt and Road Initiative and Green Finance”, “Roles of Governments in Green Finance”, “Green Finance Practice”, and “Application of ESG in Asset Management”. The committee members of GFCC-AFCA and experts and scholars from various countries discussed and shared the experience on green finance development of the world, especially of Asia.
Deputy Director General of Hainan Provincial Science and Technology Wei Yong attended the ceremony and expressed their support and welcome to the establishment of GFCC-AFCA. On the ceremony, Yang Zaiping, the secretary-general of AFCA, stressed the importance of establishing the Asian Green Finance Cooperation and Development Framework, and announced the election results obtained on the 2018 General Meeting of GFCC-AFCA: Chen Gongyan, Chairman of China Galaxy Securities Co., Ltd. was elected as the Director of GFCC-AFCA, and Ma Xueli (Sherry Madera), Ambassador for Asian Affairs of the City of London was elected as the Executive Deputy Director. Chen Gongyan made a speech on behalf of GFCC-AFCA, and detailed the efforts made by Galaxy Securities in promoting green finance and supporting the development of green projects. Honorable guests including Deputy Director General, Research Bureau of People's Bank of China Zhou Chengjun, Counsel of Bureau of Politics and Research China Banking Insurance Regulatory Commission Ye Yanfei, Deputy Director of Bond Department, China Securities Regulatory Commission Ni Gaiqin, Director of Mainland Affairs of Hong Kong Securities and Futures Commission Yan Yuhong delivered keynote speeches on the ceremony.
Since the beginning of the 21st century, global issues such as climate warming, environmental pollution, and resource shortage have become more and more serious with technological progress and economic development. Due to the high population density and fast economic development, Asia is facing greater challenges with respect to climate, environment and energy. Promoting the development of green industries has been an inevitable choice for the current economic transformation and upgrading of Asian countries. As a creative financial system arrangement, which is absolutely necessary to the development of green economy, green finance guides and encourages more social funds to invest in green industries including environmental protection, energy conservation, clean energy, and clean transportation to promote green development and strive for a better ecological environment. This has been a consensus.
The establishment of GFCC-AFCA constitutes a platform of international cooperation for the green finance cooperation in Asia. With the aim of “promoting the sustainable and healthy development of regional green finance”, it will provide more opportunities for communication among different countries and regions on the experience and innovative practices in promoting green practice, enhance green capacity construction, encourage and guide more social capital to invest in green industries, and boost sustainable green development.
On the ceremony, Mr.Timur Malikov,Deputy director institutional member representative of AFCA, Head of the Representative Office to China of Astana International Financial Centre read the “Joint Declaration” on behalf of all the members of GFCC-AFCA, and promised to build consensus on green development through cooperation, promote green finance best practice, boost the issuance of policies favorable to green finance, enhance regional and international cooperation on green finance, and strengthen financial institutions’ ability to carry out green investment and financing and manage environmental risks.
Additionally, the Working Rules of the Green Finance Cooperation Committee of Asian Financial Cooperation Association and the 2018-2020 Work Plan Outline of the Green Finance Cooperation Committee of Asian Financial Cooperation Association were passed on the ceremony. The documents set out the short-term plans of GFCC-AFCA as well as medium and long-term directions, which mainly include setting green finance standards, carrying out green finance assessment and green finance certification, releasing green finance indexes, establishing carbon trading platforms, promoting regional cooperation on green finance business, organizing green finance case seminars, organizing green finance forums, publishing green finance reports, and issuing green funds and bonds.
Next, GFCC-AFCA will launch a series of activities on the research of ESG issues, forum organization, and the promotion for the establishment of Asian green finance cooperation platforms. It will issue its first White Paper on Green Finance Practice in Asia in 2019, and work with leading international organizations to explore and set out an ESG index system that can be used in practice, so as to promote the development of green finance in capital market.
On the 2018 International Forum on Green Finance Cooperation held in the afternoon of the same day, representatives from China (including Hong Kong), Kazakhstan, Japan, England, the United States, and other countries, regions and international organizations took part in round table discussions on “the Belt and Road Initiative”, roles of governments, green finance practice, and ESG in asset management industry. A total of 200 people, including representatives of GFCC-AFCA members, AFCA members, governments, banks, insurance companies, fund companies, financial services, research institutions and universities, media, and other relevant organizations and enterprises, attended this event.
